Yes he's the guy that Nei Li saw in the vision, but as you can see here he has a new body, with a very unique and powerful physique, and nope, he's not an inheritor

good question....... well how long has it been since 1st ep till now...... not in rl for the smart ass who's gonna say 6 years because the show aired in 2017..... in the mc's time...... he has to get older at some point or there wouldn't really be any adults in the show..... most immortals seem to reach their prime then stop aging or age very slow afterwards

Honestly I don't think his appearance will ever change.
The "stay the same even after cultivating for decades" thing exists.
And time flows differently in mountains and rivers and the pagoda thingy so by the time mad snail gave up on the novel Nie Li would have spent a few decades training and reading, but there was never a mention that he matured or grew up... not that I remember at least.
